In reply to the communication of the Colonial Secretary dated the 13th inst: . I beg leave to state that the Lords of the Admiralty in accordance with a request to that effect from 4. M. Principal Secretary of State for Foreign Affairs, dated Detz 1849,
sent instructions to the Admiral on this station to afford the Bishop of Victoria facilities for occasionally visiting the Consular Cities; and it has always been assumed that the usual practice in such cases
